Sistema de Investigação de Objetos Aéreos Não Identificados
Issued by the IV Zona Aérea in March 1969, this bulletin establishes the Sistema de Investigação de Objetos Aéreos Não Identificados (SIOANI), the FAB's first formal program to investigate what the document calls OANI (Objetos Aéreos Não Identificados). It situates the effort against the August 1968 surge of São Paulo sightings, lays out a tiered structure of a Central (CIOANI), six regional Zonas (ZIOANI 1 through 6), and local Núcleos (NIOANI), and routes communications through the FAB network with fallback to other armed forces, police, and radio amateurs. The bulletin directly states the program is subordinate to the Minister of Aeronautics with results sent to the Estado Maior da Aeronáutica, and warns that sensationalism inside the system will result in immediate expulsion.
