Doracy Costa Santos, married, active duty military, lieutenant-colonel of the Infantry arm, resident at Avenue Getulio Vargas, 421, Center, in this city, Chief of the 13th Circumscription of Service And after the commitment to tell the truth, declared: when asked if he had already become aware of the publication entitled INCIDENT IN VARGINHA, authored by ufologist Vitério Pacaccini and Mr. Maxs Portes, he answered that he had seen it at a newsstand in the city of Varginha, but that he did not have the curiosity to read it; when asked if he knew that his name was being cited in the mentioned book, he answered that he did not; when asked if he personally knows, or has heard of, the authors of the publication, he answered that he does not know them and that he only became aware of the existence of these gentlemen on the day he received a phone call from a reporter from MGTV, informing him that a meeting of ufologists was taking place in the city of Varginha, and that at this meeting his name would be cited by one of these ufologists as responsible for the supposed capture of an extraterrestrial being; by the Officer in Charge of the IPM [Police Inquiry] it was commented that the witness was pointed out by the authors, several times in the book, as being the chief and the main responsible for the team that captured the creature and, subsequently, when asked if such statements were true, to which he responded that no, such information being totally false, moreover demonstrating total irresponsibility and lack of character of those responsible for this procedure; when asked if he knows the manner by which this false information about his participation in the capture of the extraterrestrial being reached the authors of the book, he responded that he does not, but that he supposes that, due to having commanded the Battalion of Command and Services of the School for three years, probably in the fulfillment of his functions in command, he was forced to make decisions that may have displeased some military personnel and that he believes that, unfortunately, this story was created by some professional from the EsSA [Escola de Sargentos das Armas - School of Sergeants of Arms] with the intent to avenge something that the witness may have done in the interest of the service and that may have prejudiced him; he added that the story was very well engineered by the authors, since he knows that also involved were Major RAMIRES, commander of the Company of Maintenance and Transport, and Lieutenant Tiberio, commander of the Platoon of Military Police; when asked if he knows why these military personnel would also have been involved in this plot, which is the subject of the cited book,

he responded that they are military personnel with important functions in the Battalion and that, probably, also in their daily professional work, they have made decisions that displeased some subordinates; he added further that he believes that the author or authors of this story are from the subunit of Major RAMIRES and that they probably have already been approached by the Platoon of Military Police during the practice of some transgression; he added further that another reason could have been when he, as officer in charge of an inquiry that was investigating breach of secrecy in a Routine Verification conducted in the Infantry Course, had, at the end of the same, requested punishment for military personnel who had contributed to the failure noted in the cited inquiry; when asked if he suspects who was responsible for informing his name to the authors of the cited publication, he responded that he does not, however he believes it was a career professional, since he does not find it probable that a soldier would have the intellectual capacity to plan a story of such magnitude; when shown by the Officer in Charge of the IPM a photograph, contained on page 83 of the publication and on Fl Nr AEG of these Records, the witness was asked if Lt. Col. VANDERLEI recognized the photograph and the location where it would have been taken, to which he responded that yes, it being the same a copy of the photograph taken inside the Command Post of the Battalion to be part of the Magazine O Monitor and not as it appears in the publication, as if it had been "captured" from a video; by the Officer in Charge of the IPM it was commented that in several passages of the book in question the authors insinuate that the sources of their information are military personnel who would be intimidated with the possibility of being and that such individuals would be "fearing for their lives", and, subsequently, when asked if, on some occasion, he knows if any measures were taken by the Command of the EsSA regarding the identification of the supposed military personnel who would be passing "information" to the ufologists, to which he responded that he knows that an inquiry was opened with the purpose of investigating the facts disclosed in the program "Fantástico" and that the only fear of these "military personnel" — in quotation marks — of being discovered is that they would be processed for transgression provided in the Regulations of the Army; regarding page 83 contained in these records regarding the assembly of a tunnel with the tarpaulins of the trucks, the witness said that the commentary is fantastical and quite similar to an existing scene in the film "ET", by Steven Spielberg, in which the doctors used a tunnel made with plastic material to move to where the "being" had been placed; when asked if he has knowledge of any military personnel from the EsSA having been transferred to another garrison due to involvement in the case of the "ET of Varginha", he responded that no and that all transfers were normal; when asked if at any moment he considered himself prejudiced by the statements contained in the book authored by Mr. Vitório Pacaccini and Mr. Maxs Portes,

TERM OF WITNESS INQUIRY On the eleventh day of the month of March of the year nineteen hundred and ninety-seven, in this city of Três Corações, State of Minas Gerais, at the School of Sergeants of Arms, where the Officer in Charge of this Inquiry was located, the witness named below appeared and was questioned about Port Nr 009 AjG.2, of 29 January 1997, of FI Nr 006, which was read to him, declaring the following: MAURICIO ANTONIO SANTOS, 44 years old, native of Bom Despacho-MG, son of Mr Antonio Pinto dos Santos and Mrs Conceição Cândida Pinto, Married, Lieutenant Colonel of the Military Police of the State of Minas Gerais, resident at Rua Fleming Nr 370, neighborhood Novo Horizonte, city of Varginha-MG, Commander of the 24th Battalion of Military Police, after taking the oath to tell the truth, declared: when asked if he knows the content of the book indicated in the present IPM, he answered that he knows it in general, by hearsay and that he is seeing the volume for the first time in this opportunity before the officer in charge of the IPM; when asked in what manner he became aware of the subject treated in the book in question, he answered that on the 12th of January of the current year he assumed command of the 24th Battalion of Military Police based in Varginha and that probably on the 19th of January, in that locality there was a strong rain with much wind, with the collapse of walls and trees, house roofs, which caused many occurrences with the Fire Department in ostensive policing and that they counted on the support of the Battalion; he said that on the following day he was approached by Mr Ubirajara, who identified himself as a UFOlogist accompanied by another Mr whose name he does not recall; he clarified that on that occasion the visitors asked him if there had been any occurrence involving extra-terrestrial beings, to which he responded that among the occurrences registered in the Battalion none of them concerned extra-terrestrials; he added that the said UFOlogist asked him if there could have been some occurrence of that kind registered by the Fire Department, to which he responded negatively, since in that case he would have knowledge of it; he also said to know that Captain Alvarenga, of the Fire Department was approached by a reporting team and that due to his personal characteristic and manner of speaking gave the impression of making a joke about the subject, an image which was exploited by the press and which displeased the command of the Military Police, having even been questioned for disciplinary purposes; he also said that Captain Alvarenga began to avoid, after this episode, giving any interview, a fact that came across as an attempt to hide facts; he added that regarding the transfer of Major Maciel to Poços de Caldas, such intention was verified much earlier than that date since it was a pretension of that Major to command the Independent Company of Poços de Caldas; regarding the fact that involved the
